Unifies the polkadot-primitives crate with the native-runtime/primitives module.
Extracts out the codec to its own bottom-level crate, simplifying slightly.

yep, we could use the ethereum-types crate but I don't think Parity can use the no-std variant of it.

why does primitives contain crypto-hashing but not crypto-signing?

ideally primitives wouldn't contain either. But moving the ed25519 stuff out was necessary to get it to compile correctly for wasm.

clobbered my change to use a transformation means that doesn't require the sequence to be wholly contiguous?

i actually wanted to rename this away from to_vec since it clashes badly with slice::to_vec

quite a few more (wasm) dependencies here than before. triehash and ed25519 may not be super efficient in wasm, hence the native externs

it compiles; is code size the issue? then we should avoid deriving anything we don't explicitly use. in general the rule with Rust is that all public types should have Debug implemented.

in general the rule with rust is to use trace! and println! quite liberally. not the same in wasm land.

can we keep all primitive types in the same module? having to import Proposal on a line of its own is unnecessary visual clutter.

I disagree; it's better to have the types organized. Particularly when we get into situations where more than a couple types are being imported from the primitives crate, it hurts readability to have them all on one line.

they're not organised. it's completely arbitrary that Proposal should be somewhere other than right in primitives.

if we want to have the checked transaction type, yes. although we could further refactor into a VerifiedBlock type which can be constructed as it decodes the input block data.

these tests can be re-instated, but they actually aren't particularly useful. Until we actually have a specified codec, testing exact serialization of these types is very fragile and prone to breakage every time we touch one of the primitive types.

tbh i think the serialisation/deserialisation tests are still useful in this context as the dump helps make clear what fields are where. since there is (at least) one other implementation trying to copy this, and since i will have to write a spec at some point, the fact that no final spec exists yet isn't quite a good enough reason not to have them imo.
can wait for another pr though i guess.
