This change has been extracted from #5938
We no longer shut down all connections and ban the peer if more than one Status message has been received.

Relates to #2010

Context

At the moment, the network protocol defines that it is forbidden to send messages on notifications substreams as long as the Status messages haven't been exchanged on the legacy substream.
This is currently enforced by the "network worker" (i.e. the main networking task).

Additionally, if multiple TCP connections between the same two peers exist, we only send the Status message on one of them, and not both. If we were to send Status on both, the remote would instantly shut down all connections (because of the code that this PR removes).

Whenever a legacy substream is open, we therefore need to know whether we have to send the Status message on it. As explained above, we cannot just sent it unconditionally, otherwise the remote would shut down all connections.
We also need to know whether or not we are still waiting for a Status message to come.

In order to make progress towards #5670, I would like to make the legacy substream optional.
The objective is that we would no longer actively try to open a legacy substream, and instead only process the legacy substreams that are opened by the remote peer (if any).

The processing of Status messages explained above is already quite complicated, and unfortunately, making the legacy substream optional would introduce even more complexity and would require introducing even more synchronization and messages passing around between the various connection tasks and the network worker.

In order to solve this question, a way more simple fix is proposed by this PR: send a Status message unconditionally whenever a legacy substream is open.

This PR does not send a Status message unconditionally, but prepares the ground to it by removing the code that shut down all connections if more than one Status message has been received from a given peer.

@tomaka do I understand correctly that you want to:

  1. Merge this pull request.

  2. Wait for all Kusama and Polkadot nodes to run this patch.

  3. Merge Move the legacy protocol handshake to the legacy substream #5938 and thereby

    1. Open a legacy protocol for every connection (not only primary).

    2. Send a handshake on each of these legacy substreams and not get banned due to this pull request. Ignore all but the first received handshake from the remote.

How are you planning to handle the case where the old remote won't send a status message on a non-primary connection? Should we just have the handshake time-out?

Note-keeping: will most likely be released as part of 0.8.11.
We should be able to see on the telemetry when that version is widely deployed.

Nodes that send a Status message unconditionally will still be able to connect to nodes that don't have this PR in, but since it is subject to race conditions it might require a few re-tries.

@tomaka just to make sure I understand correctly with "race condition" you are referring to the rare case of two nodes each initiating a connection to the other. In that case a node not running this patch would ban the remote node in case that remote node sends a second status message. At a later point in time one of the two nodes might initiate another connection without the other simultaneously doing the same.

Since the duration of the ban is random, a more likely situation is that one of the two nodes initiates another connection while the other one is still waiting.
The "ban" that we perform is only a ban on outgoing connections, while incoming connections are always accepted.

* Fix transaction pool event sending (paritytech#6341)

This pr fixes a bug with the transaction pool not sending certain events
like finalized and also fixes the order of events. The problem with the
finalized event was that we did not extracted pruned extrinsics if there
were not ready transactions in the pool. However this is wrong, if we
have a re-org, a tx is clearly not ready anymore and we still need to
send a pruned event for it because it is in a new block included. This
also lead to sending "ready" events and tx being re-validated. The
listener also only send the "finalized" event if it has seen a block as
being included, which did not happen before with the old code.

The second fix of the pr is the order of events. If we prune and retract the
same transaction in the same block, we first need to send the "retract"
event and after that the "pruned" event, because finalization takes
longer and this would lead to the UI showing "retract" while it actually
is included.

to prevent printing the import message twice. In Cumulus we first import
blocks as part of the block building with `new_best == false` and set
