If DVC Status Check fails, add comment to PR with details #5

When a pull request is not in draft mode, we check that the DVC workspace is in sync, and prevent merging if it is not.

Use the output of dvc status to add a comment to the PR:

15:08 $ dvc status
ml_pipelines/ci/dvc.yaml:featurize:                                   
        changed outs:
                modified:           data/features_large.txt
ml_pipelines/ci/dvc.yaml:train:
        changed deps:
                modified:           data/features_large.txt
