4.1.Reduce cargo function

With this function enable, all the in-game price will be 2x and production speed will be 1/2.
That means the GDP inside the game will be the same but cargo will be less(1/2).

4.2.Foreign workers

For example, if a goverment building have 40jobs, only 2 workers are working in it. Then city will still need to pay for the other 38 virtual workers(Foreign workers). The Foreign workers will have the average salary of this building. If there are no works in this building, The Foreign workers will have the highest salary(education3 salary).

4.3.Smart public transport budget

You can set budget in line detail panel(for weekday and weekend)。
Rush means 8-10, 17-19, night is 0-4, other time is low。
Works fine with IPT2, but if you are using TLM13, the function will be disabled, use TLM13 budget system instead(but you can not set different buget between weekday and weekend)
