function : BeginBuildNumber, BuildNumber, EndBuildNumber , DoOperator should use &$payload, not $payload.

Pass the current and next states to callbacks.

This additional information makes it much more convenient for callback
functions to react to the machine's current state.

A new unit test has been added that exercises the current (modern) and
previous (legacy) callback function behavior.

See #7.
