When a peer connection goes down or connection to signalling server goes down, a node does not recover properly.

Depends on:

signaling server: send fresh peer list to each node every 10 seconds libp2p/js-libp2p-webrtc-star#111
fix: handle reconnection to signaling server libp2p/js-libp2p-webrtc-star#112
deploying a new public signalling server (@diasdavid)
