Describe your idea for a new feature

Move IRIDA announcements from the IRIDA dashboard to the main IRIDA navigation panel.

Describe how you would access this feature?

On the IRIDA top bar navigation, add an announcements indicator of new system announcements under something like a bell icon 🔔 .
