According to:

com.helger.phase4.CAS4#DEFAULT_SENDER_URL
should rather be:
"http://docs.oasis-open.org/ebxml-msg/ebms/v3.0/ns/core/200704/initiator"
not:
"http://docs.oasis-open.org/ebxml-msg/ebms/v3.0/ns/core/200704/sender";
