Tracking sim primer publication in this issue, so that #32 can be closed.

This primer should remain on hold until the snap-to-grid feature #98 is deployed (or in RC testing).

Since the snap-to-grid feature isn't coming anytime soon, and there are very few sims still needing primers, we should move ahead with this primer. @CWilson4960 and I will be working on scripting this primer next, so removing on-hold.
