As I don't have easy access to a Windows machine, I may have to set up a VM and hope for the best. chocolatey provides both activeperl and strawberryperl packages which might work.

Some preprocessor definitions which seem to have been included to provide some sort of compatibility with Windows have now been removed. But it may be worth taking a look at them (and at the currently unused Configure.PL file) if trying get the package to compile on Windows. OTOH, maybe they're no longer necessary.
