Adding a "hacktoberfest" tag to the repository may result in more people contributing to the code.

We haven't had the best experience with hacktoberfest PRs so far, but I'm not against it. What do other's think?

Is there a defined list of 'easy-picks' for hacktoberfesters to grab from?

I think we only have that for doc-en yet: https://github.com/php/doc-en/issues?q=is%3Aissue+is%3Aopen+label%3A%22good+first+issue%22
