Automate tidb-test on DBaaS #72

Currently tests in https://github.com/pingcap/tidb-test/ is kind of messy, namely

testing scripts are not well structed in a uniform way, different tests have different running pipeline
env set up is coupled with testing, we should separate env set up (get TiDB running) and testing (running SQL on TiDB), so that the env can be swapped to DBaaS easily.
