Describe the feature you'd like:

There should be step control for the auto-scaling feature, e.g., we do not want to scale out/in 10 Pods at one time even if the calculated replicas (the last calculation result before the real scaling happens) is that we need to scale out/in 10 replicas to reduce the jitter.
