Enhancement

When RC isolation level is used, LockOnlyIfExists behavior might be frequently used. In aggressive locking mode, previously it makes WakeUpModeForceLock not taking effect, which significantly reduces scenarios in RC isolation level that may benefit from aggressive locking. We'd better support LockOnlyIfExists and WakeUpModeForceLock work together.
