Run a stale read workload and rolling restart tikv. ref tikv/client-go#1249 .

2. What did you expect to see? (Required)

No stale read miss after rolling restart.

3. What did you see instead (Required)

There are a large amount of stale read misses after rolling restart tikv.

4. What is your TiDB version? (Required)
