Not related to this PR, just wonder why we need a c.NDV > 0 check here when we have already checked c.Histogram.Bounds == nil.

What problem does this PR solve?
When the stats is up to date, the estimation count for out of range value is not 0.
What is changed and how it works?
For point queries, if the value is not seen by the stats, the estimation count should not only decided by the
NDV, but also theModfiyCount.Check List
