[Edit Button] Update bill contents

When clicking the button, it needs to:

1. Grab the bill details from localStorage
2. Open the "Add Bills" modal
3. Populate the input fields with the information
   1. Improvement Maybe it needs to have a different UI to display: current data vs. new data
4. On submit, update the item and store data in localStorage
5. Render updates to that specific bill
