in gui it's grayed out and via config file the changes don't take an effect (GK84XS RGB)

Unfortunately only a few versions of the firmware support that. I have a GK84 from 2019-ish which supports this functionality but I imagine the ones produced in the last year or so don't support it.

I believe the way the newer firmware works is that it just carries over the lighting effect to the given layer.

Not much can be done about this unfortunately as it's a firmware issue.

Is there a way to get custom lighting on layers besides 1 and 3 or does this mean custom lighting can't work on newer keyboards period? I just want to get all my keys set to the color blue. By default all keys are unilluminated except for the 4 key which is yellow and I can't even get that to stop happening even using the official software.
