[ENH] - Field Maps does not allow access to offline basemaps if logged out. #248

Describe requirements

Occasionally, users are logged out of Field Maps unexpectedly due to token expiration / latency. If this occurs after downloading offline areas, we would like the user to still be able to access those offline areas and sync edits once they have signed in.

This may be a wider issue with ArcGIS Online and mobile apps in general - tokens expire unexpectedly and this causes issues accessing data, logging in, or accessing offline maps (in QuickCapture as well).

Alternatives

  1. Train to always log out and log back in prior to going into areas of limited or now connectivity to ensure the token does not "expire".
  2. Make PDF / Paper Maps
  3. Download offline areas for Google Maps as a backup / alternative https://blog.google/products/maps/google-maps-offline/

It appears this is a known issue HOWEVER, the Field Maps Team said that tokens should only expire every 3 weeks and this should be a very rare occurrence. Let's get more details from TX-TF1 and 2 when they demobilize from the current incident. Once signed in an offline Field Maps should never kick you out (as per Esri).

This appears to have happened a few times which left the end user with no offline basemap capability while out in an area impacted by disaster. This can lead to delayed or incomplete searches.
