Determine component vs. app terminology #4

At the moment, there is a slight mix up between using "component" or "app" to describe the separate modules that a developer can build for their bot. "Component" was adopted from Tanjun and "app" comes from Django and Discord.py. While component might more clear of a word, it's not a great one to have to type for command line tools (which is why the command is currently called startapp) or any other time you have to type it out. This might not be enough to make it worth switching to app, especially if it increases friction with Tanjun, but it's something to think about.
