Throttling sample doesn't reflect current guidance

Expected or Desired Behavior

This PNP sample does not reflect the current guidance as outlined here in the docs.

Observed Behavior

The current code sample demonstrates an exponential backoff without respecting the retry-after header. This sample was published prior to the updated guidance published in late 2017 around SharePoint Online throttling & hasn't been updated since to reflect this guidance.
