Yes, people in reconstructed images often look like some other people.
The proposed architecture/approach is a generic one, not tailored for faces. It tries to reconstruct the image to preserve its semantics, and indeed the reconstruction image looks similar. However, it does not know what facial features are responsible for a person's identity.
