If the day on which the tests run is the last of November, all tests containing dates without days will fail as the underlying dateutil lib fails. I opened a ticket there: dateutil/dateutil/issues/173
Meanwhile, as a test fail prevents tagging thus releasing a bugfix version, we'll have to adjust the tests.
