Missing libc6 (2.33) and libgdk-pixbuf-2.0.0 (2.22.0)

I was trying to install cosmic but it throws me this error

i tried installing libc6 2.33, but it says that it will break locales-all.

What do i do from here? Also, i recently upgraded to 21.04 via the following command:
pop-upgrade release update -f

check if your repositories got upgraded. go to /etc/apt/sources.list.d and check individual repo files to see if the word groovy has been replaced with hirsute everywhere. After this run the command
sudo apt update && sudo apt upgrade. Had the same issue and fixed it this way.. apparently the pop-upgrade fails to upgrade the repos.
