A default installation will run update-initramfs 3 times, with each time taking one and a half minutes on the single-threaded VM I was testing with. We should come up with a way to disable update-initramfs until the last time it is called manually by distinst.

Would symlinking the binary to /usr/bin/true until we actually need it be acceptable?
