Issue/Bug Description:
This is when pop-shell is disabled. After I move a window with Super+Shift+Up, pop focuses that new workspace and the window I moved. So I can move that window back to the its first place with Super+Shift+Down.
pop-shell-disabled

And this is when pop-shell is enabled. After I move a window with Super+Shift+Up, pop creates a new workspace and moves my window to that workspace. But doesn't change my focus to that workspace.
pop-shell-enabled

This is happening just if I'm on the first workspace and create another one to upper that with super+shift+up. There is no problem with moving it from the first workspace to the second.

Steps to reproduce (if you know):

  1. Open n windows on the first workspace (n >= 2)
  2. Select one of them.
  3. Press ctrl+shift+up for moving your selected window to a new workspace that created.

Expected behavior:
The shell should keep its focus on the window that you moved.
