Window is not focused after dragging to a new workspace between existing workspaces #816

(1) Issue/Bug Description: After dragging a window to a new workspace between existing workspaces (or a new top workspace), then exiting the overview with the Super key, the single window on that workspace is not focused (and is not able to be focused using Super+Direction keys.) In order to focus the window with the keyboard, I need to switch to another workspace and then back.

(2) Steps to reproduce (if you know):

  1. Open at least three windows, then move at least two of them to a second workspace.
  2. Move one of the windows from the second workspace into a new in-between workspace. The overview switches to the new workspace automatically (this does not happen when moving windows to existing workspaces.)
  3. Exit the overview by pressing Super (not by clicking on the window.)

(3) Expected behavior: The single window on the new workspace should be focused, or at least able to be focused using Super+Direction keys.

(4) Distribution (run cat /etc/os-release): Pop!_OS 20.10

(5) Gnome Shell version: 3.38.2

(6) Pop Shell version (run apt policy pop-shell or provide the latest commit if building locally): 3b05ab5

(7) Where was Pop Shell installed from: Staging repo.

(8) Monitor Setup (2 x 1080p, 4K, Primary(Horizontal), Secondary(Vertical), etc): 1x 1080p (internal), 1x 1440p (external).

(9) Other Installed/Enabled Extensions: Pop!_OS defaults.

Testing further, this appears to be an issue on Groovy but not Focal. On Focal, after I drag the window to the in-between workspace, it looks like Pop Shell (or maybe just GNOME Shell, but the animation looks off) is immediately switching the active workspace back to where I was dragging from, avoiding the issue. https://www.dropbox.com/s/ne83sss8jjtlmto/shell-pr815-screencast4.webm?dl=0

Is there anywhere I can track this gnome-shell issue? I'm getting this a lot, and popups from an application that has mutliple windows open often fails to restore focus to the parent window. Or could that be a separate issue?
