compute metrics of agreement of BLISS and SDSS with an HstFullCatalog object serving as the ground truth (avoid counting moving stars)

Using the HST catalog may not be necessary after all. The DECaLS catalog seems to be accurate enough to serve as a proxy for ground truth in our tests with the SDSS data.
