Duplicate comments

I'm observing some double commenting over at atom/atom. Take a look at atom/atom#8267, atom/atom#8252 and atom/atom#8249

Is this an issue with stale bot, or something that is configured wrong by atom team?

@hultberg @lee-dohm have you see any more duplicate comments? I haven't been able to track down what happened here, and haven't seen it anywhere else.

I'm going to close this, but let me know if you've seen it again and I'll reopen it.
