This pull request addresses the version 1.1 schema updates.

It involves creation of the:

As well as updates to:

We can tackle v1.1 catalog and single_entry json schema files (#385) after this has been merged

Other components will include:

  • guidance in /catalog to how the transition should work
  • a layman's guide to the changes needed by an agency to fully migrate (including with notes on which may be optional for some agencies as opposed to universally relevant)
  • prepared updates to the trackers, harvesters
  • updates to tools that can be used to generate data.json files
  • FAQ
  • announcements to data stewards
  • engagement and support campaign
  • timetable on reviewing compliance
  • webinar
  • process for wrapping up

It looks like the version 1.1 update is close to merging. Congratulations, everyone!

We'll follow up more within each issue that makes up the update. But of course, Project Open Data is a living document and everyone - public and government workers - are encouraging to continue filing issues and pull requests to help further refine how federal data is managed and made public.

@jlberryhill It looks like we should be good to go here with all the documentation changes. We do still need to address (#385) which is on the to-do list of this pull request, but it's totally fine if we address that after this is merged - just as we did with the v1.0 documentation.
