Looking through the commits it seems to me like the functionality of following what player another spectator is looking at was removed in 2.13. I could not find that change in the changelog thought. Can you give any insight on this? I thought it was a pretty useful feature.

It seemed to cause more problems than it solved as it did not cooperate well with the spectating features that had been embedded into the game. I cannot recall the exact reason why it was removed, but it might had something to do with the state getting out of sync between the game and mod when a new round started.
The reason it was removed was because the shoutcaster had to use the binds in shoutcaster setup UI (players 1-10, by class) otherwise it wouldn't work, and it was rarely used I think. And as Ingram said; there could've been other problems as well.
