Add version numbers to enqueued styles/js in Proud repositories

We've had some issues with caching that can be resolved by changing the version of our enqueued scripts/styles when we release a new tagged version of the theme/plugin. By updating the version number we will have a new URL for the script/style and thus it won't be cached as the browser will see it as a new item to download.
