Remove empty columns found in the polar during saving

Remove empty columns during saving of polar.

This fix will remove empty columns found in the polar during saving.
Also beautified the code, hence a lot of updated lines.

Changed the size of the bullets and lines to a smaller format so it looks less cluttered.

Polar Plugin for OpenCPN out of tree build

This plugin is originally developed by Konni. Due to his health he stopped development.
The code is now able to build out of OpenCPN tree as a standalone plugin.
Attached are the plugins for OSX, Ubuntu 64 and 32 and rpm based plugins.
I hope a windows version will be added soon
