Tracking why patches/0054-Revert-r-aws_db_proxy-Change-auth-from-TypeList-to-T.patch was introduced and when we can remove it.

This change #3838

Fixed a panic #3835

Panic reproduces upstream but is now fixed:
hashicorp/terraform-provider-aws#36965

The customer would never have hit the panic though without a bridge issue that exposed the code to it:
pulumi/pulumi-terraform-bridge#1881

The patch can be removed once 1881 is fixed in the bridge.
