The option does not even work in virtual environments.

Why is this not covered by

pip/src/pip/_internal/commands/install.py

The check only handles cases when the site-packages directory is not writable. But errors may still happen when contents in the environment are not writable, even if the site-packages directory itself is.

The most common errors are actually during package uninstallation when pip upgrades a package, i.e. when pip tries to remove files. But the same can happen on some edge cases like when pip tries to install files into an existing directory.

But in any cases, the --user suggestion is always wrong in a virtual environment, where pip install --user is a hard error.

Oh yea, I wasn't asking that as a "I don't see any point in doing this" but more as a "huh, what's wrong with my mental model because I expected this to be covered already".

Hello!
