Is there any converter?

Or any unified schema for starting to develop it?

At a minimum, newer versions of pip could warn the user if it sees a requirements.txt and no Pipfile.

I suppose this was handled in pipenv? http://docs.pipenv.org/en/latest/advanced.html#importing-from-requirements-txt
