Since the background-color is $danger-color, we should rename this class to make it consistent.

@nlhkabu We should merge changes there, make a new release of pypi-theme, and then merge this PR, so I'm going to put the blocked label on this until then. |

I gripped the codebase for "notification-bar", and fixed all the references I found.
Resolves #3164.
