Currently, the GitHub home has no title, only the generic:

No description, website, or topics provided.

Should we add at least the basic project description found in the README.rst?

I think that is a good idea, but I am not authorized to add/change the description of the project.

Now all should have the ability. All devs should be given permissions for all pysal repos I think.
