followup to #3654

we should get more clear warnings/errors before pytest hooks into the warnings system

GitMate.io thinks possibly related issues are #2542 (pytester doesnt clean out pytest_addopts env var for test runs), #2158 (basicConfig settings overlap from separate tests), #2951 (PYTEST_CURRENT_TEST explodes on windows where the env var limit is 32767 bytes), #2435 (f), and #3184 (Live logger error before 'when' is set).
