After PyThaiNLP's TCC has major update, TCC in PyThaiNLP has 2 version PyThaiNLP/pythainlp#741. nlpO3 needs to update the TCC rule to improve newmm tokenizer but the new TCC in PyThaiNLP still isn't the final version because some rule maybe missing and wait to found the bug from reporting.

I think I will release PyThaiNLP's the dev version (4.0) coupled with the release beta version of nlpO3 to testing and find the bug.

Python version can release the beta version to PyPI by just add .betaX or .devX in version to setup.cfg. (X is a number version)
