0.740 Release planning

I'd like to cut the release branch for 0.740 on Wednesday October 9 and release a week later on October 16.

Let me know if you have anything you really want to get in.

I think I should try to fix #7597 before it.

I would want to include #7624 -- the second half of the Sphinx link changes.

[Updated: This won't be ready to review in time, it's just docs, and it's not essential, unlike the first half (#7623), which landed already. Also, it's going to be split up into several smaller diffs.]

#7668 looks pretty bad, but the fix may be simple, I am working on a PR now.

We may want to cherry-pick #7529, since it fixes a crash on startup.

OK, I just straight-up advanced the branch to 6a5cc35 (since that is what we ended up testing internally) and I cherry picked #7529
