IIUIC, this is an instance of #2420, but for preview builds, not the main site.

An example:
https://pep-previews--3320.org.readthedocs.build/
For PEP 1 it shows in the index: https://pep-previews--3320.org.readthedocs.build/pep-0001 (404)
https://pep-previews--3320.org.readthedocs.build/pep-0001/ - works fine
