[c10d] logging utility for cpp-python stacktrace #118924

user may not know which line of code called collectives in a big code base. When debugging, we can print python-cpp stacktrace in case user call ProcessGroup.reduce instead of torch.distributed.reduce

The get_python_cpp_trace function looks good to me!
Would be nice if you could add some more comments in it.

Also, where would this function be used? For now there is only definition and no call site.

when debugging hangs, I add following code to ProcessGroupNCCL::_allgather_base

no regular callsite in the trunk so far
