Compile error using gcc #11

Hi

Getting this error compiling with i686-pc-linux-gnu-4.6.3 on gentoo:

../tools/tlv.h:30:0: error: unterminated #ifndef

In the file I see a duplicate #ifndef GNUC
removing line 45 fixes the error
