Update EPSG database

Please consider to update, for the incoming 2.4 version, the reference system database to the last version (8.4.1) of the EPSG Geodetic Parameter Registry.
In the updated version were included and fixed some Coordinate Reference Systems that, for example, are really interesting for the Italian users (e.g. the new National Reference System RDN2008 and its projections - EPSG 6706 and related).
The last nightly build version does not include these CRS.
