I think all is in the title: folders where layout templates are saved should be renamed layout_templates instead of composer_templates.

This seems to be about ~/.local/share/QGIS/QGIS3/profiles/default/composer_templates/

This issue is still valid on QGIS 3.22.3.
\QGIS\QGIS3\profiles\default\composer_templates
