Cannot replicate on a clean install of 3.4.2 on a clean Win 10 machine (EN).

I just replicated it (exactly the same behavior and dump logs) on a Win 7 (FR) with the exact same versions (Qgis 3.4.2, code 22034aa and winnt x86_64 kernel 6.1.7601).
