HEIC images are not displayed in HTML Map Tips

What is the bug or the crash?

HEIC images are not displayed in HTML Map Tips:

Steps to reproduce the issue

1. Open "Layer Properties"
2. Click "Display"
3. Check "Enable map tips"
4. Under "HTML Map Tip" type an <img> tag with a HEIC image as the src attribute
5. Click "OK"
6. Hover over the feature

Repeat the above steps with a JPEG image or PNG image as the src attribute and the image will be displayed.

Facing the same problem. Conversion of the HEIC to jpg removes all exif data.
