result. The single_qubit_p11_error is when this
quantity is measured in isolation (only one qubit is measured at at time).

This is dominated by the error in measurement (readout) of the qubit, but it
implicitly contains several different types of error. Also possible is that the
excited state |1⟩ was not prepared correctly or that the state decayed before
measurement. This error is generally expected to be higher than the P_00 error.

The single qubit error is when the readout is measured in isolation (only one
qubit is measured at a time), while the parallel error is taken for all qubits
at the same time.
### Parallel readout error
* Metric key: parallel_p00_error
* Metric key: parallel_p11_error

As in the single qubit case, parallel p_00 and p_11 are defined as the
probability that the measured state of the qubit is |0⟩ or |1⟩ given
that the prepared state was |0⟩ or |1⟩ respectively.
parallel_p00_error and parallel_p11_error are defined as one minus this result.

The parallel_p00_error and parallel_p11_error are measured by preparing
randomized initial states for all qubits at once where each qubit is prepared
in either the |0⟩ or |1⟩ state randomly and all qubits are measured at the
same time. For each initial state, we measure p_00 or p_11 depending on how a
given qubit was prepared. We then average p_00 and p_11 for each qubit
over initial states, taking the initial states where a given qubit was prepared
in the |0⟩ or |1⟩ state and subsequently measured in
the |0⟩ or |1⟩ state as a success.

Parallel readout errors experience the same readout errors present in the
single qubit case in addition to the potential for additional errors caused
by unintended control crosstalk or interactions with other qubits.
