Remove pacemaker OCF RA agent for RabbitMQ

Proposed Changes

Since pacemaker OCF RA RabbitMQ clustering agent can be no longer CI tested here, it has been moved by ClusterLabs/resource-agents#1698
and can be found here: https://github.com/ClusterLabs/resource-agents/tree/master/heartbeat

Documentation stays relevant, would be nice to keep it where it is today
